This thesis examines the Human Rights Victims Reparation and Recognition Act of 2013 (HR Act) and its effects on transitional justice in the Philippines. The HR Act was passed in order to give compensation to the victims of human rights abuses under the Marcos regime and to memorialize them. The thesis uses qualitative methods such as interviews and textual analysis to examine how the law was passed, why a law like the HR Act took so many years to enact, and the limitations of the law within the transitional justice framework. The research has shown that because the military has remained powerful since the overthrow of the regime, and also because of other political factors, the HR Act is the first time the state has compensated victims for abuses suffered under the Marcos regime. Additionally, the HR Act, while an important part of the transitional justice process, is only a partial step towards reaching the end goal of comprehensive reconciliation. Institutional reform, fact-finding processes, and justice for victims of the martial law period are still needed.
